The Public Contract Portal is currently OPEN.
The special option for May 2026 is Level 5.C/A – Graduated Bonded Contract with Chastity Reporting and Interview-Free Application. It’s the same as Level 5.C which has been available for the past few months, with the usual video/voice interview requirement replaced with a set of short-answer questions to be completed after the application.
After successfully completing the application process the client is given access to the Artifact Submission System and required to submit an activity report each time that a payment clears, or face a penalty.
The client may chose to optionally submit the otherwise required “Preliminary Loading Artifacts,” and when completed the contract will automatically convert to a Level 9 – Fully Bonded Contract, where missing an artifact submission carries the same penalty as failing to make an Installment Payment.
As with most new programs, the details and terms are explained more thoroughly as the application process proceeds. Applicants who are interested but unsure should begin with the first step and see where it goes.

What kinds of programs are available through the Public Contract Portal?
The Portal is for Secured, Bonded and Debt Builder Contracts only.
VIP (in-person collection) Contract Requests are handled through Mr. D’s VIP Collections Service. Unsecured Contracts are no longer offered.

Use an email address from a well-known provider like Outlook or Gmail. If verification message isn’t received, check Spam Folder.
Some users with a Hotmail address have reported errors. Users with a more recent Outlook address do not report the same errors.
